A special regulatory regime in the crypto-assets turnover sphere (special regime “regulatory sandboxes”) was launched by the National agency of perspective projects since January 1, 2023 in accordance with the Decree of the President of the Republic of Uzbekistan.

Within the framework of "regulatory sandbox," legal entities implementing technologies in the crypto-assets turnover sphere are granted special legal and organizational conditions and privileges in the process of approbation and implementation of pilot projects. In particular, participants of the special regime are exempted from all types of taxes and mandatory contributions to government trust funds, as well as customs payments (except for customs duties).

The purpose of the experimental regulation is to create special conditions for participants in the implementation of pilot projects. The ultimate goal of the "regulatory sandbox" is to identify the most favorable outcomes for the country's economy in the crypto-assets turnover sphere by assessing the effectiveness of regulatory measures.

In 2023, the Agency registered the first three participants of the special regime of "regulatory sandboxes". This is LLC "Single Integrator - UZINFOCOM" with a pilot project on implementation of NFT-certificates based on distributed data registry technology ("blockchain") for names in the domain zone ".UZ". To date, the project has generated and issued more than 420 NFT-certificates.

The second and third participants of the special regime have become JSCB “Kapitalbank” and JSC “Octobank” with pilot projects on development and implementation of the bank card product "Crypto Card" and “CRYPTO CARD-UzNEX”.

During 2023, more than 90 bank cards were issued within the framework of pilot projects on development and implementation of the bank card product "Crypto Card" and "CRYPTO CARD-UzNEX", and the cash turnover on them amounted to more than 6 thousand USD.
