The National agency of perspective projects of the Republic of Uzbekistan (hereinafter – the Agency, NAPP) is a state institution responsible for regulation, licensing, and permitting procedures in the sphere of crypto-assets turnover, capital market, insurance, e-commerce, lotteries and gambling activities.

NAPP's mission is to create a market that meets global standards and provides investor protection in order to ensure the attraction of additional capital and investments into the country's economy and create conditions for the growth of citizens' welfare.

We co-operate with local and foreign industry experts, actively improving our approach to work, principles and rules so that they meet the rapidly changing conditions of the global economic and financial environment.

The Agency is an advocate of direct and open dialogue with citizens, investors, market participants, elimination of bureaucratic obstacles, prompt response to emerging problems in the industries.

The Agency is a state institution with the right of legal entity and in its activities is accountable to the President of the Republic of Uzbekistan.

 

Official name of the Agency:

full — O’zbekiston Respublikasi Istiqbolli loyihalar milliy agentligi, abbreviated — Istiqbolli loyihalar agentligi;

  1. b) in English:

full — National Agency of Perspective Projects of the Republic of Uzbekistan, abbreviated — Perspective Projects Agency;

  1. c) in Russian:

full — Национальное агентство перспективных проектов Республики Узбекистан, abbreviated — Агентство перспективных проектов.

The main objectives of the Agency are as follows: to create favourable conditions for further development of the spheres of crypto-assets turnover, capital market, insurance, e-commerce the organization of lotteries, risk-based games on the Internet and betting activities in the territory of the Republic of Uzbekistan by enhancing the national legislation, providing for the enforcement of rights and legitimate interests of market participants, integration and development of innovative technologies, as well as mechanisms for attracting investments in these spheres.

The main tasks of the Agency are as follows:

development and implementation of a unified state policy in the spheres of crypto-assets turnover, capital market and insurance, e-commerce, the organization of lotteries, risk-based games on the Internet and betting activities;

ensuring the observance of the rights and legitimate interests of in the spheres of crypto-assets turnover and capital market;

implementing control over the activities of professional participants of the insurance market aimed at ensuring the protection of the rights and legitimate interests of participants in insurance relations;

participation in the development and implementation of measures to combat the legalization of proceeds from criminal activity, the financing of terrorism and the financing of proliferation of weapons of mass destruction;

initiating and facilitating the promotion of projects for the implementation of distributed data registry technology and other latest technologies in public administration and various areas of socio-economic development.

 

The Agency is headed by a director appointed and dismissed by the President of the Republic of Uzbekistan.

The Director of the Agency has three deputies, including one first deputy, who are appointed and dismissed by the Director of the Agency in agreement with the President of the Republic of Uzbekistan.

Employees of the Agency are appointed and dismissed by the Director of the Agency.
